Zoning Question about impervious surfaces …?

I have the opportunity to open a lot, which sells portable buildings. They basically sheds wood built in a factory and delivered to your home. I'm looking at the lots are grass / ground and not paved. The sheds are raised 6 inches off the ground. My local zoning office thinks this could be impervious surface, I disagree because the water can flow beneath them in the ground. Car car lots are not considered impermeable, and like a lot of cars, this is my inventory, just my sheds no oil leak. I have a meeting with them this week and need to be able to argue my point. Any advice / test?

Perhaps a state of the rainy season is their concern? Not sure if that would be a factor in your area. Sheds generally do not have a canal system and makes a home run in a groundwater system or splash blocks. During heavy rains, all the rain hitting the roof will drain into sheet form, perhaps creating mud holes. If your shed has a canal system, perhaps the use of splash blocks influence their line of thinking. Or, perhaps a load of gravel (every ship sits in a site prepared, gravel) so that rain water and prevent something dissipativity sharing in areas of clay and then create holes.
