Palestine Occupation Permit?

I just bought my first house in PA. I've been going there every day working on the site and when I arrived One morning I received a letter from the town saying he needed an occupancy permit before anyone could live in the house. I am not living there but I will be in the future once the site was carried out. I called the office of Code and left the guy a message, but he never returned my call. Does anyone knows what it means an occupancy permit? I'm thinking more in updating the plumbing and electricity as I here, doing the same job with few I know friends who are on the lines of work. I know I have to obtain permission from the various things that I do, but no one can shed some more light on which this permission is this? There is a new home, or I'll be renting it out. Thanks.

Depends on the city, as each municipality, county or city has their own ordinances. Some municipalities require a new occupancy permit at any time to residents of a house or change apartments. Some only when you sell a house. The best option would be to meet with the official code and find out what your municipality requires.
