Does anyone know why a garage can be built with room under it?

We are buying a house that was built in 1929 and recently discovered a room under the garage. The rationale seems to coincide with the original foundation of the house. This is 20'x20'x5 0.5. The garage floor is made of wood and a small section of the floorboards can be raised so that one can use a ladder below. It has a dirt floor, and is empty. It is not possible to talk with the seller and the inspector said he had never seen anything like this before. We're thinking that someone may have recently dropped there to work in a car below, but the location where the boards are opened not lead us to believe that is why it was designed. We tried to find some information on line, no luck. Has anyone seen or heard of such a thing that can shed some light on the original purpose of the room or space?

Depending on how deep it is, perhaps been used as a cellar. You mentioned that she had dirt floors. If deep enough, could maintain fresh vegetables and such during the winter months!
