Need advice for garden improvement projects, DIY?

I have a 3'x15 'strip of land that I want to make a shed Outdoor. Of course, I need a good basis for place on earth before placing the ship to avoid a quagmire when it rains, pest problems, so I thought Thick rubber mats would be a good cover, but I'm willing to look into other materials such as wood, brick, stone, etc. I need your experience, thanks! certainly this is not my home, an apartment community so no big buildings, just something simple and easy.
