Do I need a building permit to close the area under a porch for use as a shed?

Where I live a building permit is not required to build a shed under 150 square feet, but zoning regulations may require to be built at least 15 feet distance from the house. Instead, I would close the area under an existing porch to use as a shed. The area is adjacent to the outer wall of the house, on the one hand, has a half-height walls on two other sides and is completely open on the side facing the backyard. I'm thinking the floor for just laying concrete slabs, and near open sides with marine plywood, with a door on the side facing the backyard. This would be completely invisible from the front, and in fact would not be permanent. Do I need a permit to do so? Will I even be able to obtain a permit? Precast concrete slabs just said aa 16×16 tiles on a bed of gravel.

The rule of thumb is that if you're changing the footprint of the original structure, then a permit is probably unnecessary. BIM, which is called a "building" permit not a solution-It-Up license. TX Griff
