How I can apply for a parking lot of blue paint to stop the stain of my disabled father in front of our house in Oakland, CA?

We live Oakland, CA. My dad is disabled, but he does not drive. I have to take it over once a week to the hospital to see his doctor. Our neighbors continues occupying two spots in front of my house. I tried talking to them many times regarding this and they insist on taking our place, because they want to park on the street. Both of my neighbors have more than 5 cars each. We live on a hill slope so I have to park my car in the street at the top of the hill and push in wheelchair to the car. How I can apply for one of these spots curb painted blue disabled parking in front of my house. We have a Disability Poster my car.
